Officer Bill is a secret… sort of. He's the secret that Will Junior keeps, because Office Bill is Will Junior's real dad, not Pastor Meeks.
The relationship between Officer Bill and Will Junior is the dirty little secret that the Meeks family doesn't want you to know about. As the pastor's family, they strive to maintain a pristine appearance, and a teenage pregnancy is kind of at odds with the image they try to put forth.
Officer Bill is pretty cool, though. He's a true advocate for the kids when the authorities show up at Carlene's, and makes sure that they get to the hospital in Salina, despite the wishes of the social worker. No wonder Will Junior wants to be just like his dad when he grows up.
